Then your doors are the CAP/C waiver below for medically fragile children, plus the free layer: school services, and Medicaid's kids' benefit if your child is enrolled. North Carolina has no Katie Beckett program, so these remaining doors matter more, not less.

The award tier follows the state's disability categories, and the $17,000 tier is limited to certain ones. Fresh evaluations decide this, so update anything old before applying.
Apply through NCSEAA.
The State Education Assistance Authority runs ESA+ at k12.ncseaa.edu, in yearly windows. Apply when the window opens. Demand is real.
Price what the IEP was giving you.
ESA+ students leave district enrollment, and IEP services go with it. List what your child gets now, including school speech minutes, and check the award covers replacing what you want to keep.
Line up approved providers.
Speech therapy spends cleanly when the provider is approved with the program. Ask practices directly; more and more know the ESA+ flow.
Get your child's tier before you promise the budget anything. At $9,000 the account usually covers school or therapy comfortably. At $17,000 it can genuinely do both.

Yes. ESA+ is education money; Medicaid is health coverage. A child on CAP/C keeps Medicaid-covered therapy while ESA+ pays for education. Neither cancels the other.
