Indiana's Education Scholarship Account, Explained
Indiana's ESA funds K-12 students with disabilities at up to about $20,000 a year, one of the highest ceilings in the country. Therapies are on the approved list by name, so paying a private speech therapist from the account is the program working as designed. Here is who qualifies, what you give up, and how to apply.

The state puts education money into an account that families of students with disabilities control. Tuition, curriculum, tutoring, and, by name, therapies. Paying a licensed speech therapist from the account is not a workaround. It is what the law says the account is for.
Awards scale with your child's needs and can reach about $20,000 a year. The trade is stated plainly: the family opts out of public-school services. What the IEP was providing, the account must now buy.

How to Apply
Check the disability paperwork.
INESA runs on documented disability: evaluations and eligibility papers. If your child's records are thin or old, a fresh speech evaluation strengthens this application and every other one you will ever file.
Apply through the Indiana Treasurer's INESA portal.
Applications run in yearly windows at in.gov/tos/inesa. The award is set from your child's situation, so you will know your budget before you commit to a plan.
Price what the IEP was providing.
The account replaces school services. List what your child gets now, including school speech minutes, and make sure the award covers what you want to keep.
Use qualified providers. Keep records.
Therapies from qualified providers are approved costs. Check that your therapist can bill the program, keep invoices, and renew on the state's cycle.
Get your child's actual award number before making any school decision. Up to $20,000 is the ceiling, not a promise. The right plan at $8,000 looks different from the right plan at $18,000.

It is health coverage, not education money, so it runs alongside INESA. Apply through your Bureau of Disabilities Services district office.
